Reconstruction architecture: transforming approaches and key challenges.

Analytical Note. May 2026

This analytical note summarizes the results of the study of the reconstruction processes in Ukraine in 2025 - early 2026 and reflects the authors' position on key trends, approaches and challenges in the formation of recovery policy. The publication analyzes the evolution of strategic, financial and institutional mechanisms for recovery, in particular the role of the Ukraine Plan within the Ukraine Facility, the development of the public investment system, international coordination and the institutional architecture of recovery management.

A separate focus of the study is the green reconstruction of Ukraine. The note considers the integration of environmental and climate principles into recovery processes. At the same time, the note outlines key systemic challenges, in particular limited strategic coherence, the complexity of multi-level coordination and the incomplete integration of various stakeholders into decision-making processes. The analytical note was prepared by the Resource and Analytical Center “Society and Environment” within the framework of the project “Processes of Green Reconstruction of Ukraine: Analysis and Advocacy” with the support of the Heinrich Böll Foundation in Ukraine.
